American-owned firm wins €26 million contract to sell the EU
Deal includes communications work for several European Commission departments.
The European Commission has awarded American-owned communications agency ICF Mostra a €26 million contract to help promote the EU’s policies, the company announced in a press release Monday.
Under the terms of the four-year deal, ICF Mostra will provide communications services for the Commission’s Executive Agency for Small and Medium-sized Enterprises and for five directorates-general, including on environmental, energy, transport, agriculture and industry issues. The firm, according to a statement, will “develop and implement communication strategies and activities designed to keep pace with new developments and trends in online and offline communications.”

On its corporate website, ICF bills itself as one of the “principal providers of policy and program support to the European Commission” and “a regular source of assistance to European Union (EU) agencies, the European Parliament, and other European organizations.”
ICF International — a U.S. company based in Fairfax, Virginia — acquired Brussels-based communications agency Mostra in January 2014. Mostra has a long history of contract communications work for the EU institutions. Its clients include more than 20 of the Commission’s directorates-general, the European Parliament and the Council of the EU, as well as private companies, according to its website.
“Winning this contract means that not only will we continue to help our long-term EC clients communicate with stakeholders on large and important policy matters, but also leverage for maximum impact the capabilities available through both contracts to increase audience engagement around our clients’ events, trainings and seminars,” said ICF International senior vice president Gene Costa in a statement.
A Commission spokesman said the €26 million figure was “the maximum ceiling, meaning that it’s not the amount that will necessarily be spent.”
This past April, ICF Mostra announced it had won a €32 million contract with the Commission to manage events such as conferences, workshops, training sessions and award ceremonies over four years.
